The purposes of this study are to examine the validity and reliability of the 2011 Global Competitiveness Index (GCI) and to make suggestions for improving the GCI. The confirmatory factor analyses reveal that the constructs of basic requirements, efficiency enhancers and innovation sophistication factors have low convergent, discriminant and criteria-related validity. Furthermore, the higher order factor analyses indicate that the fit indices of the GCI model are low. In the measurement model, institutions, macro-economy stability, health and primary education, labor market efficiency, financial market sophistication, market size have high measurement errors. The results suggest a bad fit to the data. Based on these findings, this study discusses some considerations to improve the GCI.

The main Purpose of this study is to invesigate the effects of job environments on psychological burnout among fire officers. To that end, this article is dealt with the impacts of various factors related to the job environments, for instance, individual features, job milieu, and job satisfaction. The study findings are as follows. First, the impacts of individual features on psychological burnout are not significant regardless of gender, age, education, working period, marriage and rankings. Second, concerning the job milieu, we found out that there was statistically significant difference in the factors including working assignment, job, working practices, working hours, mobilization frequencies and exposures to shocking spots. Third, with the regard to the impacts of job satisfaction on psychological burnout are meaningful in the factors of job motivation, organization, personnel administration, and working environments. In order to find out the factors that impact the most on psychological burnout, also the R2 variation was analyzed. As for that, working duty, working hours, exposures to shocking spots were the most powerful factors along with the motivation, organizational satisfaction, individual satisfaction, working milieu and satisfaction on human relations.

After enactment of ``special act on the local administration system reform`` at 2010, presidential committee on local administration announced the standard and procedural about the voluntary consolidation of basic level local government. However, regardless of several incentives by central government, the voluntary consolidation hardly occur. This study conducted survey and interview for local residents of Yeosu, Sunchon, Gwangyang to explore the reason why voluntary consolidation between local government is so hard to success. Survey is consist of general condition in Gwangyang Bay Area, consolidation procedure, incentives and confidence on central government``s engagement, consolidation effects. The implications from survey results and interview are as follows: To promote voluntary consolidation of basic level local government, conventional cooperation between local government be encouraged, and political representativness of each area be secured, NPO``s conference on consolidation or cooperation be encouraged, futhermore, the long-term scheme about intergovernmental relations and local administrative system in korea be presented by central government.

This article is to report an exploratory research result about the recognition of university students on multi-cultural youths. For this purpose, we performed qualitative analysis focusing on university students between the age of 18 and the age of 23. The result shows us that individual recognitions of university students were influenced by their family members and the biased social view. Due to the biased social view, multi-cultural youths were understood as ``identity confusion``, ``prejudice and discrimination``, ``exclusive antipathy``, and ``gradual acceptance``. We can understand and infer the causes of social problems resulting from multi-cultural youths. Recognitions of university students participating in research program could be categorized into 3 different groups. First, ``hopeful expectation`` type which regard multi-cultural youths as a positive engine that could gear our society to a globalized one, Second, ``pessimistic apprehension`` type which think them as a potential social problem group such as annihilate national consciousness and impede economic growth wasting policy costs for them. Third, ``neutral or reserve`` type which does not mention the conclusion or not showing off their interest in this problem. One of important implications withdrawn from this study is that if we want to achieve social integration, juveniles including university students should be exposed to the two-way-policy-programs offering the chances to hold balanced understanding in different cultures and enhance their cultural forgiveness and cultural acceptance tendency.

The purpose of this paper is to examine the behaviors of local government bureaucrat by analysis of 1,143 questions on Gwangju Metro-city affairs during the last 19 years from 1991 to 2010 in the local council. It employs the analysis of number, contents and characteristics of answers, verifies the behaviors through them and the relationship between contents of answers and characteristics of questions on the basis of assembly record. According to the result of the analysis, the findings are summarized in three points. First, the councilors put a question to the executives in the dimension of information gain. Second, the executives answer a question positive respond to the councilors`` question in a requirement of city affairs. Third, the executives respond to an alternative proposal of the councilors with receptive attitude, to a critique with rejection behavior rather than the consent.

This research aims to explain social capital in terms of social enterprises`` achievement and to develop a causal model that links their performance with development of local communities. By doing this, it further targets to give theoretical implication on analyzing social enterprises`` performance and subsidy policy. This research examined current theories on relationship between economic development and social capital, and then analyzed social capital``s role in conjunction with social enterprises performance and local community development. In detail, reestablishment of local community network by pursuing a strategy which include inclusion through employment, network arbitrator, democratization of governance system thereby setting up a multi-level model that would achieve both economic and social sustainability. Next, based on multi-level model analyzed 2011 our data titled ``Survey on Sustainability of Social Enterprises`` on current condition of social enterprises. The result of this research concludes that social enterprise``s performance is determined by its reestablishment of micro-macro level of networks in which will in This action of reestablishing network not only contributes to benefit local community but also maximize its own capacity to sustainable development of both community and enterprise.

This paper is to survey and analyze with Oneway-MANOVA the difference of central and local public servants`` cognition of governance depending on line-staff groups. Factors used to analyze the cognition and attitude of governance are formation factors of cognition about governance, organization and organization``s environment factors about governance, governance cognitive factors, and attitude to governance. As a result of the analysis, we found out the following: 1) the staff groups`` cognition of governance is higher than the line groups, 2) the local staff group``s cognition is the highest of all groups; on the contrast, the local line group``s cognition is the lowest of all groups. 3) central public servants don``t have the difference of cognition about factors on governance between the line group and the staff group, but local public servants have it. 4) the cognition difference of governance was found according to organization specific characters, government jurisdiction ranges and governance levels.
